WHAT THE POLICIES SAY

Vodafone Group Plc is a UK-listed multinational carrier whose networks generate carrier-scale data: its privacy page states it processes communications metadata (calls, texts, data usage) plus network and location data, and with permission uses customer data for marketing and advertising. Its Vodafone Analytics product produces reports for third parties from anonymised, aggregated network location data, though the group states it does not sell individual data to third parties. Vodafone pioneered carrier transparency with its 2014 Law Enforcement Disclosure Report -- admitting some governments have direct-access wires -- and still publishes country-by-country demand data. Enforcement record: Italy's Garante fined Vodafone Italia EUR 12,251,601 (2020) over unlawful telemarketing; Spain's AEPD fined Vodafone Espana EUR 8,150,000 (PS/00059/2020, 2021).
