WHAT THE POLICIES SAY

CLEAR is an investigative public-records platform sold by Thomson Reuters (legally Thomson Reuters Corporation, a Canadian public company cross-listed on NYSE and TSX under ticker TRI, filing 40-F annual reports with the SEC) to law enforcement, government, financial-services and corporate-security customers. Thomson Reuters' own product page describes CLEAR as aggregating 'a vast collection of public and proprietary records' including exclusive data feeds and incarceration records, and using AI-driven entity resolution to connect and score relationships between people, businesses and assets. Thomson Reuters' supplemental California Statement self-declares that it may 'sell' or 'share' additional categories of personal information about California consumers specifically in connection with its Public Records Products, which it names as including CLEAR. A federal court gave final approval in February 2025 to a $27.5 million settlement (Brooks v. Thomson Reuters) resolving CCPA claims that Thomson Reuters collected and sold Californians' personal information via CLEAR without consent; Thomson Reuters did not admit liability and its counsel raised no objection to the settlement at the hearing.
