WHAT THE POLICIES SAY

Quora is a privately held Q&A social platform run by Quora, Inc. (also the developer of the AI chat aggregator Poe), whose own App Store privacy label discloses that Contact Info, Search History, Browsing History, and a User ID identifier are collected and used for the developer's own advertising/marketing. Quora's self-run advertising business (business.quora.com) documents behavioral ad targeting based on users' on-platform question/answer reading history, a "Quora Pixel" advertisers embed on their own sites for cross-site conversion tracking and website-behavior-based audience building, and a third-party B2B data broker integration (Bombora) plus advertiser-uploaded email-list matching for targeting. An independent ToS;DR analysis (rated D) corroborates third-party tracking pixels, web beacons and device/browser fingerprinting, cross-site tracking, and sharing of personal information with advertising companies to target ads. In December 2018 Quora disclosed that a "malicious third party" had gained unauthorized access to its systems, compromising account data (names, emails, IPs, encrypted passwords) and imported contact/demographic data for approximately 100 million users; Quora notified affected users, invalidated passwords, and engaged an external forensics firm. No further FTC or state-AG privacy order was found, and no full corporate ownership chain (investors, parent) was located from a primary source beyond the self-declared "Quora, Inc." entity name.

SHARING
Quora's own ad-targeting documentation states advertisers can use "List Match Targeting" to match their own email lists against Quora users, and a "Bombora integration" to target Quora users by account, job level, company size, and industry for B2B/account-based marketing — combining a named third-party data provider (Bombora) with Quora user data for ad targeting.

TRACKING TECH
Quora's own advertiser-facing measurement page states that the "Quora Pixel" is a code snippet advertisers embed on their own websites to enable conversion tracking, campaign optimization, and audience building based on the visitor's website behavior — tracking infrastructure Quora operates on third-party sites.
