People Data Labs, Inc. (PDL) is a private B2B data-enrichment company that sells person and company data via API and bulk data licenses, built from thousands of proprietary and public data sources spanning HR Tech, Real Estate Tech, Identity/Anti-Fraud and Martech verticals. Its own documentation shows an extensive per-person schema (name, birth date, education, certifications, employment history) plus PDL-generated behavioral signals such as an 'activity_score' derived from observed LinkedIn connection and profile changes. PDL is registered as a data broker with the California Privacy Protection Agency under the legal name 'People Data Labs, Inc.' and maintains a 'Do Not Sell or Share My Personal Information' opt-out form that states submitting it stops PDL from selling personal information, a self-declared CCPA sale; a separate company privacy-and-security overview states PDL does not sell 'sensitive PII' such as biometric, facial or precise location data, and claims SOC 2 Type 2 compliance and internal NIST 800-53r5 audits. A widely reported 2019 incident involving 622 million email addresses traced to PDL-sourced data was found only in independent security-researcher and news coverage (e.g. Troy Hunt, SecurityWeek), not in any PDL, regulator, or other primary/company source fetched in this research, and per drafting guidance is therefore not asserted here.

COLLECTION
People Data Labs' documentation states it obtains and enhances person data from thousands of proprietary and public data sources spanning HR Tech, Real Estate Tech, Identity/Anti-Fraud and Martech verticals, and its Person Data Overview enumerates an extensive per-person field schema including identifiers, birth date and year, and detailed education history (school, degrees, GPA, majors, minors).
The California Privacy Protection Agency's 2025 data broker registry lists 'People Data Labs, Inc.' as a registered data broker, with a listed business address (PO Box 7775 PMB 25778, San Francisco, CA 94120), contact email, and the company's own privacy policy URL.
People Data Labs' 'Do Not Sell or Share My Personal Information' page, linked from its own site footer, states that submitting the opt-out form stops PDL from selling the requester's personal information — a self-declared sale of personal information under CCPA.
PDL's own Privacy & Security Overview states the company does not sell data categorized as sensitive PII under GDPR Article 9 or CPRA 1798.140, specifically naming biometric, facial and precise location data as categories it refuses to sell, a narrower carve-out published in addition to its general CCPA sale disclosure.
PDL's own Privacy & Security Overview states the company performs internal audits at regular intervals to ensure ongoing compliance with NIST 800-53r5 standards and has achieved SOC 2 Type 2 compliance as defined by the AICPA; no named third-party auditing firm or published audit report was located, and no breach disclosure, regulator action, or judgment was found on any PDL, regulator, or other primary/company source in this research.
PDL's Person Data Overview documentation describes a PDL-generated 'activity_score' field built in part from behavioral change-detection signals, including whether PDL has observed changes in a profile's LinkedIn connection count or user-edited profile changes over time — ongoing, cross-source monitoring of individuals rather than a static one-time data pull.
