Lotame is a data-management-platform / identity company operating the 'Spherical Platform' for audience segmentation, cross-device identity resolution, and data monetization. Effective October 1, 2025, its former operating entity Lotame Solutions, Inc. merged into Epsilon Data Management, LLC and ceased to exist as a separate legal entity, with Epsilon now providing Lotame's products and services under the Lotame name; Lotame's own privacy hub separately references 'One Year Post-Acquisition by Publicis,' naming its ultimate parent as Publicis Groupe (which owns Epsilon). Its Services Privacy Notice discloses collection of persistent cookie-based and device identifiers (Lotame PID, Panorama ID, device ID, IP address, hashed/raw email) plus inferred sensitive attributes such as racial/ethnic data and political or religious beliefs, states these identifiers are sold, shared, or disclosed to business customers, ad-tech/mar-tech platforms, data partners and graphing partners, and includes a Texas-law data-broker self-registration disclosure. The same notice reports that of 2,725 CCPA deletion requests received in 2024, only 28 were completed in full and 2,697 were denied for inability to verify the requester. No breach or regulator enforcement action was found in this research.

Lotame's Services Privacy Notice discloses that its Spherical Platform collects persistent identifiers (Lotame PID cookie, Lotame Panorama ID cookie, device IDs, IP addresses, third-party IDs, hashed and raw email addresses) and states it may infer sensitive personal data — including racial/ethnic data and political, religious and philosophical beliefs — from other data it processes, for example inferring political views from articles a person reads.
Lotame's own Privacy Center hub page links to a company post titled 'Notes From a 20-Year CEO, One Year Post-Acquisition by Publicis,' the company's own reference to its acquisition by Publicis Groupe, corroborating that Epsilon (into which Lotame merged) operates under the Publicis Groupe corporate umbrella.
Lotame's Services Privacy Notice states that, effective October 1, 2025, its former operating company Lotame Solutions, Inc. was merged into Epsilon Data Management, LLC and ceased to exist as a separate legal entity, with Epsilon now providing Lotame's products and services under the Lotame name.
Lotame's own notice states that it 'sells or discloses personal data to or shares personal data with' categories of third parties including business customers, AdTech and MarTech platforms, data partners, graphing partners and service providers, for purposes including enabling interoperability between identifiers and delivering targeted advertising; the same page carries a Texas-law disclosure that the entity maintaining the site is a registered data broker, consistent with the notice's description of a 'Data Collaboration and Monetization Services' product line letting business customers and data partners share or sell data within the Lotame ecosystem.
Lotame's own CCPA transparency table reports that during 2024 it received 2,725 consumer deletion requests, completed only 28 in full, and denied 2,697 for inability to verify the requester's identity — a self-published rights-request transparency report, though the completion rate is low.
The notice states Lotame uses automated technologies such as pixels and tags to collect data when a person views or interacts with digital advertisements or visits a data partner's website or app, and that data partners can embed Lotame's software development kit to automate collection — the mechanism generating the cross-device Lotame PID and Panorama ID cookies described elsewhere in the notice.
